right now the skill set I'm using is:
needling shot, penetrating attack, savage shot, d-shot, conjure (element), lightning reflexes, glass arrows, and a rez sig.

15^50 20% enchant (element) hornbow + radiant armor

10+1+3 expertise
12+1 marks
8 (element) magic

i start off by hitting 1+2+3 for the spike damage, and wait for reload. can anyone give suggestions in improving this build? energy is sort of a problem when spamming, and lightning reflexes is a little useless with all the spamming.
(I only have proph+factions)

Drop conjure and make 14 expertise and 14 precision.
Use asuran scan, ebsh to boost your damage and take triple shot, dual shot and point blank shot and zojun shot.

Another build i use for infinite energy management and fast attack is

Marksman Wager as Elite
Sundering Attack
Penetrating attack
Power Shot
Precision Shot
Asuran Scan

Fast recharge casting and near infinite energy

use read the wind and experts dexterity for faster arrows, bonus damage, ias, and addition attributes. then after this load up the bar with attack skills. make ur atts 14 expertise, 13 marks and use a vamp recurve bow. hornbows have 10% penetration but they shoot pretty slow even with an ias.

I don't think anyone is reading what you say. They only have Prop and Fac... no NF and no EoTN.

EDIT: Might wanna try Penetrating & Sundering Attack Combo. DUplicate skills pwn.

Grab Marksman's Wager for an elite to supply you with energy, take Sundering Attack and Penetrating Attack for big damage. Throw in Read The Wind for faster arrow flight and more damage. D-shot because it rocks. Some kind of IAS. Then put whatever you like for the last skills, another attack, res, savage shot, I cant think of much else for the last slot.

ok, so i replaced lightning reflexes with sundering, and glass arrows for marksman's wager. anything else i should change? i'm gonna be spamming 1>2>3>4.

You could try looking through the spike damage ranger attacks, there are a bunch used in various builds, for example the ranger spiker for Rspike is quite different than that for omegaspike.

Needling shot is mainly used for fast condition spreading on Melandru's shot apply builds, so it's probably not the best way to start your spike.

Keen arrow --> Savage shot is for omegaspike

Forked arrow, dual shot, penetrating attack, sundering attack, keen arrow, power shot, savage shot, are all capable of doing quite a bit of damage.

This is PvE, right? If so, I would go with that ^. But use a flatbow instead of a recurve bow. RtW will allow you to have a very low arc (even with a flatbow) and you get longer range/quicker attack speed with a flatbow.

For PvP go Glass arrows or something.

well you can always consider Point blank shot & Zojun's shot w/ glass arrows. Good dmg and fairly quick cycle time. Things like favorable winds would still stack w/ this (just usually not the best to buff the AI too unless you stack you team in favor of this or the area doesn't have many Ra's.) If you want to stay with a conjure instead of the favorable, than maybe something like:

Distracting Shot
Point Blank Shot
Zohun Shot
Needling Shot
Glass Arrows
Lighting Reflexes
Conjure X
Rez

You can always skip the rez in PvE too (other toons and things like respawn) and consider other skills (Dual shot, called shot, heck glyph of elemental power etc.)
